THE USE OF GEOGRAPHICAL DATA BY ONLINE SERVICES ON "GIS DESKTOP" PROGRAMS
ASIG (The State Authority of Geospatial Information) ASIG, which is responsible for the organization and operation of the national geospatial information infrastructure in the Republic of Albania and which defines the general conditions related to the collection, creation, processing, updating, interoperability, access, storage, use and archiving of geospatial information, has enabled the principle of informing the public with official information, access through some online services, some geospatial data. During our work, we often seek geo-spatial information as a reference to display them or to use them in different work materials. Many agencies publish online data, which can be used by GIS programs that we apply during our work practices. The most widespread standards for publishing this online data are WMS (Web Map Service) and WMTS (Web Map Tile Service). These online services are the optimal solution to this because they allow access to geospatial data without having to process them into the GIS programs we use.
The purpose of this material is to explain the way of importing geospatial data through online services to the most popular GIS desktop programs such as ESRI ArcGis and QGIS.

IMPORTATION OF GEOGRAPHICAL DATA BY WMS / WMTS IN ESRI ARCMAP v 10.2
ESRI is the world's leading provider of GIS software platforms. For importing WMS / WMTS online services we will use Arcgis version 10.4.
STEP 1: Open ARCMAP and go to Layers (once with the right)- > Properties
The window will open: Data Frame Properties and we will go to tab Coordinate System where in our case we will choose the projection ETRS 1989 ALBANIA 2010 (Sistemi yne kordinativ) and choose OK.
STEP 2: On the home page we go to Add Data - > Look In - > GIS Servers
STEP 3: In the Gis Server section we will perform the connection to the online services. When we are dealing with WMTS standard online services we have to choose Add WMTS Server - > Add
The page where we will connect to the WMTS online service will open. In the URL part we will write the server address for our case :
https://geoportal.asig.gov.al/service/wmts?request=getCapabilities and click Get Layers
They will appear in the window below the left, the layer that contains the online service and we finally click OK .
Step 4: In the Add Data window we have already been added as a Service and give it Add
Will show us the layer that this service contains
Here you can choose one or more layouts (via ctrl + left click) to upload to the project.
Choose the desired service and give it Add.
Explanation : For loading WMS services the procedure is the same with only one change
- Add Data - > Look In - > GIS Servers ; Add WMS Server - > Add

ESRI ARCMAP v 10.3
For versions 10.3 and below, the procedure for accessing WMTS services, such as orthophotos, or topographic maps is:
Step 1: Download the zip file for the layer that is in interest :
Step 2 : Unzip the file( *.lyr )
Step 3 :We open the Arcmap program and add the (*.lyr) file.
We will see that the layer will appear on the panel.
